Team Lead, Data Initiatives


  • Responsible for direction of initiative resources including: determining work priorities; scheduling and assigning responsibilities
  • Establishes performance standards and service quality; participates in performance appraisals; provides orientation, recommends training and staff development opportunities; coaches, mentors and guides; monitors procedural compliance
  • Alerts Manager, Digital Services to challenges in initiative delivery, recommends priorities based on cost and resources
  • Ensures an environment orientated to trust, open communication, creative thinking & cohesiveness.
  • Coaches, mentors, and assists initiative resources through their knowledge of client(s) business and approved technology and tools
  • Ensures a positive working relationship with business
  • Facilitates problem solving and collaboration
  • Intervenes when necessary to aid the group in resolving issues
  • Recognizes and celebrates accomplishments and exceptional performance through consistent client service quality and compliance
  • Organizes & facilitates project and operationally focused meetings
  • Delivers presentations/makes recommendations to Sr. Management regarding service improvements that could have budget / FTE implications

  • Responsible for ensuring data and analytics tasks related service areas meet business needs
  • Oversees the implementation of data products to meet business needs
  • Collaborate to ensure corporate data warehouse meets business needs
  • Responsible for standards & compliance in service area
  • Ensures HRM’s data governance policy is adhered to
  • Supports the resolution to resolve disputes regarding data definitions, data quality, and access rights
  • Participate in steering committees/forums to represent HRM as a stakeholder
  • Relationship Management
  • Develops, fosters and manages the relationship between clients, staff, project teams, vendors, service suppliers and business partners
  • Authority/Decision Making
  • Works under the direction of the Manager, Digital Services and within the framework of the mandate of IT directions, objectives, standards and policies
  • Ensures all documentation (service request, change management, project docs, data maintenance plans, etc.) is properly completed
  • Makes prompt and sound decisions, providing expertise based on available facts to prioritize, categorize, document, and expedite handling of unplanned volumes of diverse service requests, incidents and problems, including disasters, emergencies and other major crises
  • Determines appropriate level and nature of communications to ensure co-ordination between initiative team and clients and following-up to track and provide client feedback
  • Prepares specifications for procurement and participates in vendor selection
  • Presents key operational initiatives to IT Management and Senior Management team


Education and Experience:

  • Post-secondary degree relevant to Computer Science, Information Management, Analytics, GIS, Data Science or Statistics
  • Minimum three years; leadership experience in managing and/or developing a team or program (demonstrated leadership role)
  • Minimum five years’ relevant experience with data management life cycle, data analysis, and or application delivery

Technical / Job Specific Knowledge and Abilities:

  • Leadership and co-ordination skills, to plan, manage, prioritize and ensure efficient and effective operations delivery
  • Resource development skills, i.e. motivating, mentoring
  • Knowledge of relational databases (e.g. Oracle, MySQL, and MS-SQL), with data base management systems and/or development tools
  • Familiarity with Business Intelligence tools (e.g. SAP Business Objects, Microsoft Power BI) and concepts
  • Familiarity with MS PowerApps, MS PowerPlatform
  • Familiarity with GIS tools (e.g. ArcGIS Desktop, ArcGIS Online) and spatial intelligence concepts
  • Familiarity with a variety of programming languages (e.g. Java, Visual Basic, SQL, R, Python)
  • Familiarity with machine learning and artificial intelligence driven analytics
  • Familiarity with Master Data Management and Data Governance practices
  • Familiarity with change and release management procedures
  • Familiarity with ITIL concepts
