Key Responsibilities:

 

Provide consultancy and Advising to CxO level and government senior officials related to the latest trends in e-government operations, existing laws, regulations and policies shaping the next generation of Qatar’s Digital Government
Lead the portfolio activities and collaborate with Qatar digital government PMO to guide portfolio planning with respect to identification of priorities, initiative roll-out and dependencies.
Managing projects and collaboration with stakeholders in respect to planning, designing, budgeting and monitoring projects.
Steer Projects activities in alignment with the digital government program strategic objectives.
Identify and manage development of required scopes of work for RFPs to be issued in alignment with initiative rollout plans.
Review and maintain oversight of all initiative plans, to ensure that adequate review cycles are included and completed to meet quality assurance/control requirements.
Review vendor’s approach to quality management and communications management where outlined in formal documentation (e.g. RFPs, tender responses, contracts).
Lead service design and ensure user-centered and responsive design by creating and approving UX assets (wireframes, journey maps)
Validate and report project(s) progress to ensure on-time delivery of contractual commitments.
Lead new service promotion and adoption by different government entities to ensure full utilizing of features.
Manage ongoing contracts and monitor vendor performance and compliance to contractual commitments.
Oversee all deliverables through the deliverable development & approval cycle; validate deliverable status on continuous basis.
Drive the scheduling of the Management Committee meetings, ensuring attendance of members, facilitate meetings and follow up on actions.
Provide guidance to the project team and business participants as required
Review the quality of both English and Arabic version of Government data Exchange governance manual, Open Data policy, and government website and e-Services design policy.
Successfully managed and delivered the following Projects:

1-      National Authentication System of Qatar (Digital Identity): Develop digital Authentication system that will integrate and deliver fast, convenient and secure access to Qatar e-Government services. It acts as IDP for all government E-services.

Technologies: Authentication, SAML 2.0, Open ID Connect, SSL, Digital Signature, SSO

2-      Qatar Government Cloud (Government-to-Government Service): Build a cloud infrastructure that will provide Infrastructure as a Service (IaaS) for digital services based on industry standards to host the government entities’ solutions and applications.

Technologies: Cloud technologies, Software defined networks (SDN), PPP model

3-      Government Data Exchange Platform (Government-to-Government Service): Build a platform to facilitate the transfer and exchange of government data between entities (Providers and consumers) with encryption from end to end.

Technologies: IBM Data Power, IBM API Connect, IBM integration bus, SOA based services, Kubernetes, Docker.

4-      Government Payment Gateway (Government to Government Service): Platform to allow individuals and businesses to pay online for all digital e-Services offered by Government entities in Qatar.

Technologies: Credit card payments (Visa, Master, AMX), debit card payments (NAPS), account-to-account payment, 3D secure, e-wallet.

5-      Qatar Open Data Portal: Platform to publish governmental data to the public. Technologies: open data soft.
